AI Solutions

AI that does the research, so your staff can make the decisions

Economic development runs on documents: parcel records, grant notices, assessment rolls, and annual reports. Our AI tools read and organize that material much faster than staff can by hand.

How we use AI: AI handles the research and the first drafts. A BBDIG specialist reviews every result before it reaches you, and nothing is filed without your approval.

Why it matters

The communities we build for

Strong districts bring people out to shop, eat, and spend time together. That everyday activity is what turns new development into lasting value for a city.

Funding Paths

Five ways to pay for growth

Most projects are funded by more than one source. We find the paths your project qualifies for and stack them so the deal works for the city and the company.

How we work: assess the opportunity → match businesses, sites & incentives → fund with grants → track and report results.

TIF

TIF Districts

Reinvests a district's new property tax growth into roads, utilities, site work and redevelopment, through an agreement with the city.

You get: eligible project costs covered without a new tax.

Grants

Grants

Federal, state, local and foundation grants for buildings, equipment, infrastructure, workforce and EV charging.

You get: a matched shortlist and applications written for you.

Property Tax

County Tax Relief

Cook County Class 6b, 7 and 8 incentives lower the property-tax assessment for qualifying industrial and commercial projects.

You get: lower property taxes for up to 12 years, where the project qualifies.

Zones

Enterprise Zones

State-designated zones, such as the Will-Cook Enterprise Zone, offering sales-tax exemptions on building materials and other credits for job-creating projects.

You get: lower construction and operating costs.

Partnerships

Public-Private Partnerships

The city and the company share a project's cost and risk: land contributions, public infrastructure, and development agreements tied to jobs and investment.

You get: a project that works for both the budget and the community.

People accountable for every result

One BBDIG team reviews every AI output and manages attraction, grants, incentives, and reporting, so you have one point of contact.

Why BBDIG exists

BBDIG, the Brown Business Development & Investment Group, was founded on a simple belief: growth a community creates should be reinvested in that community.

That means bringing the right businesses to the right places, helping companies find the sites and funding to grow, and making sure every incentive, from grants to TIF districts, is well structured and tracked year over year.

We use AI to do that work faster and more thoroughly, and we keep people responsible for every decision. Our work stays local and specific: the companies, projects, and municipal partners that make up a community's economy.

The Illinois TIF Act

Tax Increment Allocation Redevelopment Act, 65 ILCS 5/11-74.4

What it is

The Illinois law that lets cities and villages create Tax Increment Financing (TIF) districts. When a district is created, its property values are frozen at a base level. As values rise, the new property tax growth, called the increment, goes into a fund that can only be spent inside that district. Tax rates do not go up.

What it does

A district can last up to 23 years, and the area must qualify under the Act before it can be created.
